'Sexually Violent' Offender Convicted Of Abusing Woman In White Plains Moves In Mount Vernon

A registered "sexually violent" and "predicate" offender convicted of sexually abusing a woman in White Plains has reported a move in Westchester County.

The New York State Division of Criminal Justice Services issued an alert this week to Westchester residents regarding the residency of 65-year-old Jonathan Maxwell, who has moved from South 6th S Avenue to Franklin Avenue in Mount Vernon.

The Division of Criminal Justice Services has assigned Maxwell as a Level 3 threat, which means he is a “high-risk repeat offender and possible threat to public safety.” He has also been designated as a sexually violent and predicate sex offender.

According to the Division of Criminal Justice Services, Maxwell sexually abused his victim in March 1994 by using threats and he was convicted of first-degree sexual abuse in July that year. Maxwell was arrested by members of the White Plains Police Department and sentenced to a term of between five and 10 years in prison. He is now under the jurisdiction of the Mount Vernon City Police Department.
